In an interview with Iran's "al Wifak" newspaper, Abdullahiyan explained that his country proposed during joint meetings that Ankara undertake to withdraw its forces from Syria in return for the Damascus Administration guaranteeing that there is no threat to Turkish territory.

The minister stated that the offer presented to Syria and Turkey includes Russia and Iran as guarantors of the agreement and envisages Syria deploying its forces to the Turkish border. While there was no official statement from Damascus regarding Iran's proposal, Russian Foreign Minister Sergey Lavrov announced about two weeks ago that Moscow had presented a similar proposal to both Damascus and Ankara. The proposal aimed to create an agreement that would legitimize the presence of Turkish forces in Syrian territory.

Lavrov had stated that this offer offered Damascus and Ankara the opportunity to reconsider the agreement that allowed Turkish forces to fight "terrorists on Syrian territory" in cooperation with Damascus. Lavrov's offer is based on the 1998 Adana Agreement and determines cooperation in the fight against "terrorism" along the common borders of Ankara and Damascus. Within the scope of the proposal, Syria will cease support for the PKK and facilitate the removal of its leader from Syrian territory. In addition, the proposal will give Turkey the authority to pursue "terrorist" organizations in Syrian territory up to 5 kilometers from the border. On the other hand, Turkey states that it will not withdraw its forces from northern Syria until a political solution and stability is achieved and the voluntary and safe return of refugees is guaranteed.
